Overboard Discharges

Overboard discharge of cargo residue is governed by the Vessel Pollution and Dangerous Chemicals Regulations (VPDCR) – SOR/2012-69, as amended. The regulations outline authorized discharge zones and cargo residue restrictions. To ensure compliance with international and Canadian regulations, all ships within the jurisdictional confines of the Port of Thunder Bay must adhere to the following guidelines:

  • If in conformity with existing legislation, galley and domestic wastewater, including treated sewage, may be discharged, provided documented proof is available demonstrating compliance with environmental standards.
  •  In the Port of Thunder Bay, treated sewage effluent must not exceed 500 fecal coliform bacteria per 100 millilitres, contain visible solids, or cause discoloration of the surrounding water. Proof of compliance must be provided upon request. The Authority reserves the right to apply more stringent discharge conditions when warranted.  
  • All liquid waste must not contain substances that could adversely affect the environment.
  • Discharge of any bilge water, including tank and hold washings, is strictly prohibited while ships are at berth or within port limits.
    All bilge water, oily residues, and related waste must be collected and disposed of through approved local waste contractors following applicable regulations.
    Ships must maintain appropriate records (such as the Oil Record Book) to demonstrate compliance.
  • Discharges from open scrubber systems are strictly prohibited within port jurisdiction.
