Ship-To-Ship (STS) Transfer Operations.
These regulations apply to all vessels, except fishing vessels, engaged in transferring any bulk commodity, other than bunkers or potable water, within the waters of the harbour.
STS transfers will only be authorized by the Authority after prior notification and confirmation that necessary measures are in place to safeguard the environment. No transfer may commence without explicit authorization. To obtain approval, the Authority requires the following information at least 24 hours before the STS operation:
- Details of the commodity, type and quantity.
- Transfer method.
- Verification and confirmation of adequate fendering.
- Confirmation of vessel security measures are in place.
- Tested and operational communication between vessels.
- Procedures for spill cleanup and emergencies.
- Continuous supervision plan for the entire operation.
Vessels transferring persistent oils or other deleterious liquids must comply with the relevant provisions of the Vessel Pollution and Dangerous Chemicals Regulations SOR/2012-69 as amended.
